The Yonko system itself was not formed until after Roger's era. So technically, there were no Yonkos back then. If we look at the equivalent then Roger/WB/Shiki were the major players. BM/Kaido also existed back then and surely also were strong, but it seems they weren't as important of figures at that point yet in the grand scheme of things.

Well in my mind since Roger was pirate king like 22-24 years ago (I think please correct me otherwise) and Kaido was already making big moves 20 years ago, then we can assume that Roger would have had to definitely be stronger than thr yonko if Kaido was about that strong when Roger was around.
