Yes he's a cherry lieutenant. He also doesn't do anything really wrong. Yeah he locks up during the actual fight in the reactor, but 1) he's green and 2) the way the Marines are depicted as using command and control (with the platoon leader as more of a coordinator and overseer/commander) isn't that hot for what happens in the reactor.
