I'm sure there is some method to the madness but never seen anything official posted. Should note I'm referring to military crates NOT in puzzles. Puzzles ( boxes behind the locked doors ) work differently. Servers have a respawn rate for everything. The server (based on map size) will respawn when entities go under a certain number.
There is actually two different monuments that have towers up north and one of them isn't the unmarked hidden tower. You need both green and blue keycards for the puzzle. There's 4 of those towers, one is in f14. This video goes over all the monuments ( at the time of publishing, not sure if things have changed Since)
