When turning the key ON/OFF, you should hear the carb fuel solenoid CLICK. IF you do, the fuse is good. IF NOT, check fuse. Jump 12V directly to the SMALL terminal of the Starter Solenoid, where the WHITE wire connects. IF Battery etc. is good, the engine will crank. Try jiggling the clutch/brake pedal & PTO switch.
