I've seen way too many extremely low dps in hard akkan with level 9 gems, 1/3 of clearable damage in brel g4 at 1580-1600. You even see people with silly dps in sonavel. This is very apparent with lower roster levels (< 120) but it happens consistently with 200+ roster players as well. Plenty of heavily invested hardcore players cannot uptime.
