What I want to know is whether a tertiary drop is by default more common than its rate suggests. For instance you get hard clues (1/128) a hell of a lot more often than bandos or kree armor drops (1/127). But with the tertiary drop you're getting that roll as a bonus on every single kill regardless of other more common drop rolls.

justiciar is good for team bandos, not solo bandos in my experience. If you can flick things, replace tank gear with dps boosting gear. If you can't flick prayer or gear, put as much tank gear on as you can, except for the weapon. Duo is probably your best option (decent splits, longer trips) On the contrary ill often go solo shit like bandos for a laff. If you know how to flick then you can do around 25 kills a trip solo. More if you get lucky with restore drops. If you don't flick you are probably only getting like 4 kills a trip.
