I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me. But Praiano may drop an even better version for the race later as far as steering goes. It takes a few laps to get used to the way I have it. But the speed is good so once you take the lead in the first half of the race you should keep the lead unless you go off track because you don't need a pit stop.
