Someone suggested buying the Mopar 02 sensor instead of an off-brand, so I got one and installed it. The P0138 code came back almost immediately. Same location, bank 1 sensor 2. So, bank 1 should be driver's side exhaust, however the down pipe connects to the right side down pipe and runs into one cat.
