The only way to test the relay is to apply 12 volts to the relay ...Inspect the fuel pump for wear and loose or cracked hoses. If there is no vacuum in the hose, you're carb won't get any fuel. This is most likely caused by a crack in the vacuum fuel lines or a bad fuel pump.
