The predator has to have spawned already and be close enough to catch the scent of the bait. Potent bait has a greater range, but the animal still has to exist in the world already. The best way is to set the bait near a place where you've seen predators before.
The normal one dont do much, but potent variant has a higher chance a attracting a 3 star animal.
