After some brief research this seems to be a common practice for Natera. Currently there is a class action lawsuit against Natera related to deceptive billing. In particular, prospective parents are being quoted ~$250 for genetic testing but then billed many times that. The named plaintiff in the lawsuit, for example, was billed $8k.
