I've had this exact same situation once in early access. At least then you could fix it by just adding dynasty rep in save game editor which they made impossible. That was half a year ago and this seems pretty rare, I don't think I've seen people post about this issue since then. If you haven't altered your save files you can report this as a bug.

I think the reward of 1x dynasty rep is too low for a side quest. I am at 806/1000 for the next chapter and the maximum nbr of quests is 4 per season with a maximum of 5 dynasty pts per quest (with the skill pts +40% dynasty pts per quest..).
