All ...P.S You need to know from which region your game is. It won't work if you put (US) and it is actually (EU). Not sure if PKSM will work with a Twilight Menu save, but if you use PKHeX it should work fine. Just take the save file from the saves folder where you stored your ROM, and open it with PKHeX, edit whatever you want, and presto.

If you were making your own patch with regular cheats, you should be able to copy the cheat file for that game from twilight menu and make a patch out of it. The only real downside is that you have to pick which patch you put in the dir for Dream Radar, the black2 one or the white2 one. You can then use Godmode9 to swap them in and out, but still it's clunky. Also, make sure your ROMs and saves are named black, white, black2 and white2.i believe that is the “homebrew menu” theme, but honestly i don’t know where to find/make animated ones (i just use the space one from the link i posted) i believe it’s possible to have animated themes but it may be limited to twilight menu for the 3ds as the available themes for the DSi are sparse

What you could do is dump your game and its save, use cheats with nds-bootstrap running it from the SD card, then restore the save back to the cartridge.
