I killed every robot, found 33 of the 35 star cores but I still can't interact with the flag pole to assign the zone. The ones inside the "arena" must be killed, as it is scripted. The outside robits also need to be reactivated manually with the R.E. perk. Raiders and robots will be neutral towards eachother, as well as the player after. I've done this on all my Nuka World playthroughs. Good Luck :)
