With the A/C on the secondary fan will run all the time or most of the time, i.e it is triggered IIRC by the high side A/C switch, keeping things cool. IIRC the only time both fans would be on is if the PCM triggers a MAX condition per say, where it is trying to cool the car down fast, also if the A/C is on and the primary fan is triggered on.
