The mods are not too common (not really rare either) typically go for 30-50k each on discord (flamer and the beta calibrated or whatever the 50c tuned one is) What you WANT is to make SURE your enclave plasma gun has BOTH Reflex sights (kinda just a bonus cause again canned coffee is for vs bosses) but its an ap reduction

Enclave flamer uses Rifleman perks. You're gonna need the Rifleman perks for it due to some bizarre FO76 logic. AA if you’re not bloodied. But bloodied does the most damage. FYI, it is affected by rifleman perks not commando. As said previously AA or bloodied. AA/B, FFR/50VC, 25AP. Calibrated beta wave tuner.
The plasma flamer has always been ridiculously good. It’s been the best rifleman/gunslinger weapon for a good while now. Right now the best mods are standard nozzle and standard barrel. And napalmer, of course. The flamer is mostly fixed, just not the way most people expected. Those who remember Fallout 4 will know, the vaporization nozzle had a range of 40 and so it is now. It likely is not an Enclave version if it has a pulse capacitor on it. If it is a regular plasma gun simply change the pulse capacitor to anything else to make it a flamer again. If you can mod it and there are many mod options it is not an Enclave version as they can only be modded with a very limited type of box mods.
It's just an extremely powerful flamer that triggers off rifleman perks. Plasmas have a 50/50 energy and ballistic dam, so there's few to no enemies that resist them. They hold 300 rounds (400 on quad), so reloading mid combat is rare. So all in all they're pretty versatile and among the highest dps weapons in the game.

The sniper barrel was better than the flamer barrel anyway, both powerful and ammo efficient, the normal auto barrel on either plasma rifle is just a waste of ammo, so nice that commando users finally get a decent energy weapon! This is a huge change for Rifleman and Gunslingers.
