I can think of 3 reasons to purge from a usefulness perspective: You're a purifier. Or purging is the only option (hive pops in a psionic empire for instance) You're a necrophage. Turning poorly optimized subspecies into your main species at 75% efficiency isn't terrible if you don't care about diplo.
